Information on the rules of stay of foreign citizens on the territory of the Russian Federation from visa entry countries

Foreign citizens and stateless individuals (hereinafter – Foreign citizens) who study or work in KIU (IEML) or arrived in the Russian Federation on KIU (IEML) invitation (regardless of purpose of entry, type of visa, its number of entries and duration)  are obliged to observe the law of the Russian Federation, Provisions of regulation of stay of foreign citizens and stateless individuals in a private educational institution of higher education “Kazan Innovative University named after V. G. Timiryasov (IEML)” and these Rules of stay of foreign citizens on the territory of the Russian Federation from visa entry countries (hereinafter – the Rules).

On matters of immigration compliance of the Russian Federation and passport and visa service Foreign citizens arrived in KIU (IEML) have to apply to KIU (IEML) legal service at the following address: 420111, Russian Federation, Republic of Tatarstan, Kazan, Moskovskaya str., 42, building 3. Working hours: Monday – Friday, 9 AM – 5 PM.

2. Foreign citizens can stay or move on the territory of the Russian Federation having these obligatory documents:

- document that certifies the identity with a valid visa;

- migration card with a mark of entry to the Russian Federation;

- detachable part of a notifying form of the arrival of a foreign citizen in the place of residence with the mark of the Federal Migration Service confirming his/her migration registration.

Above mentioned list of documents is shown by request of law enforcement officers (police) upon examination.

3. Foreign citizens fill the migration card upon arrival in the Russian Federation and are obliged to carry it during the entire period of stay on the territory of the Russian Federation and show it by request of law enforcement officers (police) upon examination.

4. Upon entry to the Russian Federation territory foreign citizens must register. With a view to register timely, foreign citizens that arrived in KIU (IEML) are obliged to give the following copies of documents to KIU (IEML) legal service within 2 working days from the date of crossing the border and arrival in Kazan: document that certifies the identity, valid visa issued on the basis of KIU (IEML) invitation and migration card.

5. The period of temporary stay of foreign citizens in the Russian Federation is determined by issued visa validity period. Foreign citizens are obliged to departure from the Russian Federation upon expiry of the validity period of the visa or another period of temporary stay except when he was issued a new visa for the right of stay on the territory of the Russian Federation on the day of expiry of this period. 

KIU (IEML) does not register and is not responsible for relatives, acquaintances and other third persons connected with citizens arrived in KIU (IEML).

6. The period of temporary stay of foreign citizens in the Russian Federation can be prolonged by applying for a multiple-entry student visa for the period up to one year.

To apply for a multiple-entry student visa student must provide the following documents to KIU (IEML) legal service not less than 30 working days before expiration date of the existing visa and migration registration deadline: document that certifies the identity, migration card, detachable part of a notifying form of the arrival of a foreign citizen in the place of residence, copy of educational contract, copy of enrollment order (for first-year students), reference of education in KIU (IEML) (for students who continue education), valid health insurance, receipt of state fee payment, required number of photos.

In case of absence of any listed document, KIU (IEML) legal service will not receive documents for application of multiple-entry student visa. 


According to the law of the Russian Federation “Concerning the rules of international citizens staying on the territory of the Russian Federation” students that finish Foundation Program of Intensive Russian Language Course and apply for BA/MA/PhD degree programs MUSTleave the Russian Federation to get a new visa in the home country or any other country.

7. Foreign citizens who did not deliver documents for applying for a new visa are obliged to leave the territory of the Russian Federation within a period of validity of an existing visa and return to education on KIU (IEML) invitation.

8. Deregistration from a place of stay of a foreign citizen happens at the moment of Russian Federation border crossing or at the moment of registration at a new place of stay, including within the bounds of Kazan. Every time upon arrival in KIU (IEML) after going abroad; going to other inhabited localities of the Russian Federation (in case of registering there); staying in a hotel or receiving in-patient treatment in a health facility foreign citizens must register again by providing the following documents to KIU (IEML) legal service within 2 working days after returning to KIU (IEML): document that certifies the identity, migration card, valid visa, detachable part of a notifying form of the arrival of a foreign citizen in the place of residence 

9. In case of changing place of stay (including KIU (IEML) student hostels) foreign citizens must inform KIU (IEML) legal service in 2 days and register at a new place.

10. In case a foreign citizen obtains temporary residence permit, residence permit or citizenship of the Russian Federation, he/she must inform KIU (IEML) legal service in 24 hours and provide copies of corresponding documents.

11. KIU (IEML) does not assist in obtaining work permit, temporary residence permit, residence permit or citizenship of the Russian Federation.

12. A foreign citizen must prolong or substitute a document that certifies the identity and provide it to KIU (IEML) legal service 6 months before expiration of a document. In case of expiration of a document that certifies the identity a foreign citizen must leave the territory of the Russian Federation.

13. It is impossible to apply for a multiple-entry student visa or prolong its term, as well as make a migration registration, without showing original and valid document that certifies the identity.

14. In case of loss of the documents (document that certifies the identity, visa, migration card) foreign citizens must contact the nearest police station for information and inform KIU (IEML) legal office.

15. After expelling or graduating in KIU (IEML), a foreign citizen must leave the territory of the Russian Federation in 3 calendar days, having bought the tickets in advance. It is impossible to prolong a period of stay of KIU (IEML) graduates for reasons unrelated to education matters or other reasons that are not specified by current Russian legislation. Discontinuance of education because of expelling, regardless of reasons, as well as break in education because of taking academic leave, is a reason for shortening of a period of temporary stay, cancellation of existing multiple-entry visa and making a transit visa for departure from the territory of the Russian Federation. In this case a foreign citizen must leave the territory of the Russian Federation.

16. Decisions on prolongation or shortening of a period of temporary stay of a foreign citizen are made by the Department of the Federal Migration Service of Russia in the Republic of Tatarstan.

17. Medical service of foreign citizens is practiced on the basis of the policy of voluntary medical insurance purchased by personal funds of a foreign citizen. Not producing the policy of medical insurance valid on the territory of the Russian Federation is violation of rules of stay of foreign citizens on the territory of the Russian Federation.

18. A foreign citizen has the right to work if he/she has attained the age of 18 and has work permit, unless otherwise specified by the legislation of the Russian Federation.

A foreign citizen who has committed a crime, administrative or other offence on the territory of the Russian Federation will be accountable for it on the same basis as citizens of the Russian Federation and may be cited for criminal or administrative liability or liability to disciplinary action respectively.
