The Institute of economy, management and law once again held the All-Russian scientific and practical conference with the international participation "The dialectics of corruption counteraction".
This forum becomes a place for discussion of the problems connected with this phenomenon for the fifth consecutive time.
More than 300 representatives of the leading scientific and educational centers of Russia, the USA, China, India, the federal and regional ministries and departments, law-enforcement authorities, municipalities, public and religious associations, different kinds of professionals took part in it.
According to sociological researches, corruption level in Russia decreases. For example, according to head of the office of the President of the Republic of Tatarstan Asgat Safarov, in the Republic of Tatarstan the number of citizens facing corruption was halved in recent years: in the 2009th every fifth inhabitant, in the 2015th – every tenth got to a corruption situation.
In the Republic of Tatarstan system measures are being implemented, such as: increase of transparency of public administration, legal literacy and sense of justice of employees and inhabitants of the republic. To co-ordinate all municipal areas, new positions of assistants of heads of the districts on corruption counteraction are introduced.
Considerable decrease in corruption is promoted in many respects by system of electronic information interaction of the population with the authorities and providing services.
According to Asgat Safarov, owing to this system, 229 services are available and in 10 months more than 45 million services were provided. For example, thanks to electronic booking, there are no more queues for children older than 3 years to enter a kindergarten.
Progress in corruption counteraction is obvious, but there is still no fundamental improvement. Corruption is equated to terrorism, environmental disasters, it is no coincidence that they often use the term "threat" to describe it - and this is not an abstract concept, it concerns all of us. This subject was touched by Valentin Mikhaylov, the deputy head of Presidential Anti-Corruption Directorate. According to Mr. Mikhaylov, there is still no intolerance to corruption in society, moreover, many consider it normal and use it as the fast solution of many questions.
The rector of IEML Asiya Timiryasova considers that in order to fight the corruption we need to develop the system of public control and to reduce authoritative regulation of all aspects of life – public, social. Speaking about this problem, Asiya Timiryasova noted the role of educational organizations, because anti-corruption education should begin at school: the position of the youth has to be based on rejection of this dangerous phenomenon.
In conclusion the rector told that time which one of heroes of Ostrovsky’s play “A Profitable Position" dreamed of will surely come - "when bribe takers will be more afraid of court of public opinion than criminal court".
The problem of corruption was considered from the different points of view – law, psychology, sociology and other branches of knowledge. The first vice rector of IEML, professor Igor Bikeev, emphasized that the interdisciplinarity is a feature of this conference. Participants discussed the international, national, regional experience of corruption counteraction, organizational and legal issues of units’ activity on corruption counteraction in territorial subjects of the Russian Federation, shortcomings of legal regulation of corruption counteraction, considered questions of the prevention and settlement of conflicting interests and other corruption situations.
