A landmark event, the XV All-Russian Scientific and Practical Conference with International Participation "The Dialectics of Combating Corruption," was held at the Kazan Innovative University named after V.G. Timiryasov. This anniversary event once again confirmed its status as one of the country's leading expert platforms.

Addressing students and young scientists, the First Vice-Rector highlighted the significance of the event: "You are at a platform where proposals for improving state policy on combating corruption in the Russian Federation are discussed. And many of them have already been implemented in practice."
A welcoming address from Asgat Safarov, Head of the Administration of the Rais of the Republic of Tatarstan, was also read, emphasizing the conference's traditional status and the importance of the scientific ideas discussed there for improving anti-corruption measures.
Federal and Regional Authorities on the Conference's Significance
High-ranking guests addressed the participants with welcoming remarks.
Viktor Demidov, Chief Federal Inspector for the Republic of Tatarstan, noted that KIU scientists develop scientifically verified recommendations for the republic's authorities, where a substantial regulatory framework has already been created and significant results achieved.Vitaly Belinsky, Referent of the Office of the President of the Russian Federation on Civil Service, Personnel, and Anti-Corruption, expressed gratitude to the leadership of KIU and its Anti-Corruption Research Institute, calling it a unique institution. He highly praised the large-scale work of the institute's staff, who have created a unique scientific and methodological base used throughout the country.
Alexey Pankratov, Head of the Organizational Department of the Office of the Rais of the Republic of Tatarstan on Anti-Corruption Policy, noted the organizers' contribution and spoke about the implementation of digital methods to combat corruption.
Svetlana Zakharova, Acting Deputy Minister of Education and Science of the Republic of Tatarstan, stated that such conferences allow for combining the efforts of theorists and practitioners to develop effective anti-corruption policy and spoke about measures taken by the ministry.
Andrey Teryokhin, Head of the Department of Law Enforcement Legislation at the Ministry of Justice of the Russian Federation, spoke about legislative initiatives and law enforcement practices at the federal level.
Maxim Skirda, Head of the Ministry of Justice of Russia Department for the Republic of Tatarstan, spoke about the implementation of state policy in the region and practical work.
Contribution of the Public and Expert Community
Zilya Valeeva, Chairperson of the Public Chamber of the Republic of Tatarstan, particularly noted the role of the KIU Research Institute for Combating Corruption, thanks to whose work the republic's programs have become the most effective tools.
A welcome address was also delivered by Rishat Guzeirov, Vice-Rector for Comprehensive Security at KFU.
Kiyam Belyaev, Advisor to the Mayor of Kazan on Anti-Corruption Issues, spoke about practical aspects of combating corruption at the municipal level and interaction with residents.
An important event was the joint presentation by Rinat Fazylov, Deputy Chairman of the State Council of the Republic of Tatarstan Committee on Law and Order, and KIU First Vice-Rector, Vice-Rector for Research, Igor Bikeev. They presented a report on measures to prevent corruption in the field of migration services in the context of Russia's national security.
After the plenary session, the conference work continued in sections, where participants discussed various aspects of anti-corruption activity in detail, exchanged best practices, and outlined paths for further research.
The 15th anniversary conference "The Dialectics of Combating Corruption" once again demonstrated its high effectiveness as a platform for open dialogue between science, government, and society, making a significant contribution to strengthening the rule of law.
