Ildar Begishev, Chief Research Fellow at the Research Institute of Digital Technologies and Law, Professor at the Department of Criminal Law and Procedure at Kazan Innovative University named after V.G. Timiryasov, Doctor of Law, Associate Professor, Corresponding Member of the Academy of Military Sciences of the Russian Federation, and Honored Lawyer of the Republic of Tatarstan, together with Denis Kiiko, a postgraduate student at the Department of Criminal Law and Procedure at Kazan Innovative University named after V.G. Timiryasov, have published a research article entitled “Harmonization of Robotics Legislation as a Factor in Technological Cooperation between BRICS Countries” in the prestigious international academic journal BRICS Law Journal.

Particular attention is given to substantiating the need for a common methodological framework for the legal regulation of robotics within the BRICS framework. The authors propose specific institutional mechanisms for harmonization, including the development of model legislation, the establishment of specialized coordinating bodies, such as a working group on robotics and artificial intelligence, an expert council, and a center of competence, as well as the introduction of unified technical standards.

The researchers provide a well-grounded argument that the convergence of legal systems in the field of robotics can contribute to the creation of a common technological space, facilitate technology transfer, and enhance the competitiveness of BRICS countries in the global market for innovative solutions. A separate section of the article addresses the ethical aspects of robotics regulation in the context of the cultural diversity of the BRICS countries, giving the study not only legal but also broader social and humanitarian significance.
